Annoyingly, there are two types of Luck. Luck Buff and Daily Luck. You get them from different sources and though they often affect the same things, it's not always the case. I found it a bother trying to discern which is which, so hopefully these tables help clear it up a little bit for others.

• Luck Buff
You receive this type or Luck from buffs, like the Food Buff from
Lucky Lunch, the Blessing of Luck from the Statue of Blessings, or the effect of the
Lucky Ring.
Because you can only get one food buff and one drink buff at a time, the best two consumables at a time for maximum luck are
Magic Rock Candy (+5 Luck) and
Ginger Ale (+1 Luck). While not as strong as Magic Rocky Candy,
Lucky Lunch (+3 Luck) is relatively easy to cook after learning the recipe from the Queen of Sauce on Spring 28 of Year 2.
• Daily Luck
This is your random luck for the day. You can get an idea of what it is by watching the
Fortune Teller on your television.
Secret Note #20 leads you to the
Special Charm, a power that adds to your Daily Luck.
