Get as much loot as possible, but don't sell it right away.
You may be tempted to sell your loot as you attain it in order to meet your quotas or even meet them earlier for a challenge. I want to urge you not to sell your loot until you absolutely have to (if you can't make quota otherwise or if you're on the final quota). Following this strategy has allowed me to easily beat any difficulty up to (and including) Master with a large amount of funds at the end ($50-80k). I can't tell you how to stealth better or act faster, but follow these guidelines and you'll maximize your loot value.
Below is a list of ways you should pay your quotas off in order from most ideal to least ideal:
1. Jobs - do all of the jobs, but only do the jobs when you need the money they reward. If you don't need it now (you're already over quota), then don't take the job. Complete it when you need the money from it. This will slow down your job completion rate, but you'll be able to control when you get that cash infusion.
2. Duplicate Skill Leaflets & Gold Cards - leaflets don't have any continued use if you have the Reader skill and all your friends have used the skill leaflet already. If you're out of jobs for the quota you're working, start selling your duplicate leaflets and gold cards (but start with gold cards to get the bonuses earlier). The basic ones go for $100 a piece and gold cards go for around $500 or more. It's a good way to inch toward your quota goal without going over.
3. (Unlocks Required) Credit Cards & Weed - If you have unlocked the credit card scanner and/or the weed growing station, these are what I would suggest as the next in line for selling to meet your quotas. The credit card scanner is $2,000 and rewards roughly $75-$400 per credit or debit card (the scanner must be repaired to keep around). The weed station costs $5,000 and each planted weed seed yields a $600 bag of weed. They pay themselves off relatively quickly and remain between runs (if you're not on hardcore mode). You can also sell excess gift or ability vouchers at this time.
4. Item Requests - Once you're out of superfluous BS to sell, you're probably up into the higher quotas (7-11.5k), so it's time to actually start knocking chunks out of those numbers by turning in item requests. Look at the "Item Requests" section in your computer and hit the "Claim" button each item request that you can ONLY up to the quota value. Don't go above the quota value unless you are absolutely desperate for immediate funds to buy tools for the next quota. An item will not count toward an item request if it is locked or too damaged. Use the USB hacker to open locked electronics sparingly until you can buy the hacker table.
5. Everything Else - If you haven't botched too many days in your quotas and you're bringing home a few thousand dollars worth of loot each day, then you've probably still got a bunch leftover after turning in all your item requests and selling your superfluous nonsense (weed, leaflets, vouchers, etc.). At this point you want to start selling things off. If you're not at the final quota yet, sell just enough to reach the final quota. At that point, you can sell off every single thing you can to maximize your total on the final quota.
